Required qualifications
Bachelor's Degree in Energy, Engineering, or related field; 10+ years of nuclear licensing or related experience; familiarity with Bulgarian nuclear regulations and international standards (IAEA, European); demonstrated ability to present and influence senior-level decision-makers with customers, partners, and regulatory organizations; strong technical writing skills; fluent Bulgarian and English.
About this role
Lead licensing activities for Westinghouse's AP1000 PWR projects in Bulgaria. Manage regulatory submissions, site/construction license applications with the Bulgarian Nuclear Regulatory Agency (BNRA), IAEA, and international bodies. Direct a team of licensing engineers, interface with Bulgarian regulators and customers, and report to the Director of Global Licensing from Westinghouse's Sofia office.
Responsibilities
- Lead licensing engineers and technical staff to develop licensing basis documents for submittal to BNRA, IAEA, OECD, and WANO
- Develop and execute Construction License Application strategy for AP1000 customer projects
- Develop resource and technical strategy to meet licensing milestones and regulatory requirements
- Lead stakeholder meetings and manage interfaces with Bulgarian customers, regulators, and international partners; provide progress briefings
- Manage compliance with contractual agreements and regulatory commitments
- Identify, document, and manage training and qualifications of department personnel
- Oversee licensing performance against scope, schedule, funding, quality, and customer responsiveness metrics
- Manage team resources including hiring, training, and performance reviews
- Own budget responsibilities for functional area; identify and resolve technical challenges

Sofia, Bulgaria; hybrid (2 days/week on-site); up to 10–20% travel
