Proposal Manager
About this role
Manage proposal development for complex Westinghouse nuclear opportunities (typically $5M+), owning commercial strategy, pricing integrity, and governance compliance. Balance customer requirements with internal stakeholder alignment throughout the proposal lifecycle, including bid strategy, cost modeling, and regulatory/contractual compliance.
Responsibilities
- —Prepare Division of Responsibility Matrix and communicate to bid team members
- —Manage offer schedules to ensure LOA process requirements and customer deliverables (scope, schedule, cost) are met
- —Identify RFQ requirements and coordinate inputs for completion, including forms and translations
- —Organize bid/no-bid, kick-off, and offer status review meetings
- —Collaborate across Customer Solution Manager, Account Team, Contracts/Legal, Supply Chain, Finance, Tax, Quality Assurance, Treasury, and EH&S
- —Support Offer Capture Team in developing risk mitigation plans
- —Prepare draft commercial bid description, pricing, Terms of Payment, T&Cs, and offer validity
- —Integrate inputs into customer-specific offer templates and verify all RFQ elements are addressed
- —Distribute draft packages to offer team and consolidate feedback into final submission
- —Ensure complete proposal submittal to customer and maintain CRM parameters in MS Dynamics
- —Support client negotiations until final contract signature
- —Oversee order entry in SAP and issue order acknowledgement letters
- —Develop cost models supporting financial aspects and LOA governance
- —Verify cost rates, overhead markups, escalation, reserve, and margin accuracy
- —Determine appropriate LOA level and required approvers; schedule and coordinate LOA meetings with senior leadership
- —Secure LOA approvals and archive final documents
- —Support financial goals including Margin As-Sold, Order Entry, and pipeline growth
- —Develop relationships with internal and external customer personnel
Qualifications
- —7+ years of relevant experience
- —Bachelor's degree in Engineering, Business Management, or equivalent
- —Refined commercial skills and project management capabilities
- —Knowledge of nuclear utility buying practices
- —Broad technical knowledge of nuclear power plants
