Project Procurement Manager
About this role
Lead procurement strategy and execution for multiple nuclear projects at Westinghouse, partnering with Sales, Engineering, and Supply Chain teams. Manage supplier relationships, RFx processes, contract negotiations, and cost optimization for nuclear equipment, materials, and services from opportunity development through project delivery.
Responsibilities
- —Develop sourcing and procurement strategies aligned with nuclear project requirements and Westinghouse technical standards
- —Identify demand, qualified suppliers, and establish communication channels; establish pricing, delivery, and terms/conditions
- —Prepare and coordinate RFx processes, NDAs, and sourcing strategies for nuclear suppliers and services
- —Solicit quotations, analyze proposals, and negotiate pricing, delivery, and contract terms for complex nuclear materials and equipment
- —Analyze cost elements and develop strategies to maximize supplier base value while identifying cost improvements
- —Develop and maintain relationships with key nuclear suppliers and stakeholders; resolve contract performance issues
- —Execute local sourcing per strategic business requirements, including China and South Korea localization
- —Assess supplier financial stability, capacity, and manufacturing processes against nuclear project technical requirements
- —Ensure compliance with NRC and Westinghouse procurement and quality policies
- —Manage supply and supplier commitments post-purchase order, including change and contract management
Qualifications
BA/BS/ME degree in business or engineering; minimum 5 years of procurement experience; fluent in English and Chinese (speaking and writing); solid understanding of end-to-end procurement processes (RFQ, negotiation, contracting, supplier management); strong analytical skills, problem-solving ability, and cost analysis capability; proven ability to work cross-functionally and manage stakeholders effectively; excellent negotiation and communication skills.
Desired
Experience in project management or nuclear project procurement; technical background in instrumentation and controls, mechanical, or electrical; experience in international sourcing and localization in China and South Korea; Microsoft Project expertise or similar.
