About this role
Senior Counsel, Staff Counsel II, or Staff Counsel I position at Energy Northwest, a nuclear utility operator. Provides comprehensive legal advice on nuclear regulatory compliance (NRC licensing and enforcement), contracts, litigation, environmental law, employment, and public records matters. Reports to Legal Services Supervisor with minimal oversight on high-impact legal transactions and regulatory issues affecting nuclear operations.
Responsibilities
- —Provide legal support and advice on nuclear licensing and NRC regulatory compliance issues, including investigations and enforcement matters
- —Negotiate, draft, and review contracts, leases, waivers, and agreements on behalf of Energy Northwest
- —Provide legal support in environmental, ethics, industrial safety, and employment regulatory areas
- —Establish and maintain procedural guidance for Washington State Public Records Act (PRA) implementation and oversee paralegal work on PRA requests and responses
- —Initiate and/or defend Energy Northwest in contract claims, litigation, administrative hearings, and investigations; direct outside counsel as needed
- —Provide legal advice to Energy Northwest staff and governing boards on policy and operational matters
- —Prepare budgets for significant transactional matters and litigation and ensure matters are conducted within budget
- —Participate in strategic development of energy transactions
- —Participate on Emergency Response team when designated
- —Support biennial refueling outage operations
Qualifications
- —Juris Doctorate (JD) degree from an accredited law school
- —Ability to obtain license through Washington State Bar Association (WSBA) by Motion within one year
- —Must meet and maintain nuclear requirements for Unescorted Plant Access
- —At least two or more years previous legal experience at a law firm, municipality, public utility district, or NRC doing legal work in employment, contracts, litigation, environmental, nuclear, or energy transactions
- —Record of continual learning and training
- —Experience requirements vary by level: Senior Counsel (7 years), Staff Counsel II (5 years), or Staff Counsel I (2 years) of aggregate experience practicing as an attorney
Location
Onsite at Energy Northwest facility in Tri-Cities, Washington; must maintain Unescorted Plant Access clearance; participation in Emergency Response team and refueling outage support required.
